I can never understand how someone can order something costing so much money and not have to pay a non refundable deposit of at least 10 per cent. If I order anything costing more than a few hundred dollars I must pay a deposit. This deal worth $554 million should have involved a deposit of at least $50 million up front. Yet the Russians get off scot free.
