The people most at risk are the younger sector as they are capable of running. This sector will include backpackers that have overstayed their visa, people who are driving while disqualified, drivers that have had a couple of drinks, drivers of stolen vehicles, non payers on trains, shoplifters, petty thieves, the list goes on....these are the people most likely to get shot by the police who may mistake them for terrorists. I can see this legislation ending up in the High Court which has more sense than politicians. Politicians require no training except crawling which is easily learned whereas High Court judges have to see real life every day pass in front of them. Howard is heading for a revolt in his own party, self preservation is a strong reason.
