I was referring to the pre-Artemite, CUE buyer/seller behaviour. Not for one moment suggesting we'd go back there. Heaps has changed for CUE and the market since then. I suspect 23 is the bottom, but maybe a cent or two lower.
Dubai, well imho it is a beat up. Fair enough that it effected the financials, as not only is there the question of who holds the slightly dodgy paper, but what other edifices have yet to be identified. As far as the broader market, imho it will quickly be forgotten, although the market may just be looking for an excuse to sober up a bit.
You might also want to note however that Dubai is not resource rich, it attempted the leveraged sovereign wealth fund and tourism capers precisely because DOESN'T have the oil that it's neighbours do.
