Joint Venture Possibility

How about this scenario

Consider JV with AVQ and SMM. AVQ hold the lease and SMM farm in to provide necessary funding. Obviously certain agreements would have to be met under an initial MOU followed by a signed agreement. Remember SMM provide substancial money to SI government so the Government wouldnt want to go against a major player in the steel industry

Solomon Island Government need money fast so the quicker they can get this project off the ground the better for the country and peoples standard of living. i think this poses a possible scenario as how would AVQ get necessary funding on their own?
