Vince, it didn't say "at" as you say at the start. But as you correctly report in the extracts, it says "before" and "by". In these contexts the words mean the same thing. Be warned though that it could be today even, or tomorrow. I know it doesn't say imminent or anything similar, but it could be much earlier than 1/4. The wording allows for that.
