I've seen those statistics but as someone who has done business in PNG, caution is advised when dealing with tribal landowners.

The landowners IDC has contracted with may not be an exhaustive list. In many cases other "landowners" show up when they smell money. It is also very easy for tribes to make claims or tear up contracts. The rule of law is very weak in PNG and subject to all sorts of cronyism and corruption.
