I might be a little neive but don't these large institutions such as JP Morgan have strict regulations on various departments communicating with each other (chinese walls). Each department would also have there individual targets to achieve. I could not imagine department heads caring too much about other departments. They would all have their own agendas and bonuses to achieve. (IMO)
