    can someone explain how the Govt of the USA is in the process of "FINING" JP Morgan 13bill...(or thereabouts)

    I had to chuckle!!!!....13biilion dollar fine?....are they not printing the stuff out of thin air???....how does this work?.....it seems to me its a bit like fining a pastry chef 2 x cakes he is yet to bake?
