Its obvious companies like these are not going to stop their corrupt activities. Perhaps the government does not want them to stop. Could this be just a revenue stream for the government. This would give logic to the lack of directors and CEO's going to jail.

JPMorgan Chase & Co. agreed to pay $65 million to settle a U.S. regulator’s allegations that its traders attempted to manipulate a benchmark for interest-rate derivatives, making it the latest bank fined in a years-long investigation.
