Just as a side note... asking as a devils advocate.. for those saying they wanted management to take up part of their entitlement... how much would be enough to make you happy? A small token amount? Or would that be as bad/worse than not taking any? I feel like it's one of those things where unless it had been filled there would never have been enough to satisfy people.
