You articulated very well something I have suspected;

I do have this nagging feeling though that IVZ are on a go slow until the Gov sign the PPSA

And why should'nt they - the ZANU-PF corrupt regime has played them. Obviously all sorts of ZANU-PF grandees and their second world oil/gas oligarch handlers are trying to get in on the PPSA and the Zambezi Valley oil/gas play.

The ZANU-PF regime can move with swiftly and surely when it suits them - stealing farmer land - creating currency manipulation laws - acting against their opponents etc etc.

This delay in the PPSA is ominous and nothing to do with bureaucratic delays - the delay is purely political.
