Two things exist in every govt department on the planet, bureaucracy and red tape. Many are also corrupt.
You state it like it’s fact that IVZ have been played. Played for what? A maybe gas field that hasn’t even been proven commercial yet? Wouldn’t they just take the producing mines?
Try getting an environmental approval in Australia for a wind farm, then you’ll know what slow looks like.
