corruption and political machinations, to be sure. I still worry about the long term implications of the agreement with Algeria, and the ever present looming of China in the country.
But this is the Third World, also. This is Africa. This is Zimbabwe. Never underestimate sheer incompetence and govt inertia. Lots of bureaucrats wanting riches, but also to avoid responsibility for making a bad or a perceived wrong decision.
Bottom line, there will always be a level of sovereign risk/inherent inefficiency with this project. But to date there also seems to be enough people in power who understand the necessity of and long term benefits of the rule of law and respecting negotiated agreements.
