Yes, if the PPSA is not signed there is no royalty on gas and a 2 or 3% royalty on oil. It is literally the best country in the world to produce oil and gas from a profit point of view. The only reason Scotty pushed for this, is because he has a strong sense of social responsibility and believes Zimbabwe is entitled to a fair share of their resources.
