That and sweet heart deals are more likely to get torpedoed by change of govt than deals which are comparable to other international profit sharing agreements.. lowers potential sovereign risk
no big business believes it will get to production under the current agreement hence the waiting to see what the ACTUAL agreement will be by banks etc.
