IMO the reason why it's a non-binding MOU is the PLV have to first meet the Major JTC specifications, I assume the Japanese want to ensure they get the right product before signing away.
I'm sure if it's Japan?s Mitsubishi they do not want another HIsmelt on thier hands, a venture with RioTinto in Western Australia (Kwinana) currently this venture is been wound down/de-commissioning and a possible buyer for the plant is from India. PLV have the specifications, and I understand PLV management had this during the tender/negotiation process.
