    Suppose Australia simply launched a pre-emptive attack on this hypothetical al Qaeda island base, against the wishes of the Indonesian government.


    Suppose Indonesia then declared war on Australia having been attacked.


    (many more lives would be lost than the several hundred that Piggott postulated at threat from al Qaeda)
