That may well be the case. I don't understand why Mamadou Faye would have a bulleted headline talking point on the impact on existing licence holders at the conference though if it was just business as usual. Why wouldnt the bullet point be "No impact on existing licence holders"?
If we can get some official clarity that the new oil code does not require a competitive round of licencing to move into the exploitation phase for SNE I would be happy. If we can get a hold of the presentation he did at the conference that will clear it up hopefully.
