Maybe they could all be invited into OZ on the strict understanding that they:
- don't claim welfare benefits for ten (10)years;
- live in remote communities for at least ten (10)years;
- will only be entitled to welfare benefits for a maximum of three (3) children;
- will not been entitled to 'drag' in any relatives or 'friends', into OZ.
That should quickly fix this problem.
