they've rejected the concept without knowing the details.
its the democratic process to discuss/debate bills before parliament and vote on them.
the referendum question is an entirely different matter of placing a requirement within the constitution to always have an indigenous Voice to parliament. the question then sets out that parliament decides the detail of who it membership is, what is the scope and function.
any federal gov has the obligation to readjust the parameters as they see fit with only one specific constitutional requirement, that there must be a Voice to parliament.
I don't see this as a good point as it will result in many changes which can disrupt the stability of the communication, but changes to the Voice become a democratic right of each ensuing Govt.
