please correct me if i'm wrong (i dont consider myself an expert by any means) but i thought the shut-in pressure was the pressure they put on the top of the well to balance the force of the oil trying to escape...

So... by reducing the balanced pressure (where the force from the top of the well stops the force of the oil flowing to the surface) by 3% they witness 700 bod flowing to the surface...
