The British regulations are a lot more draconian than the proposed Australian ones, but as you say, it is not the whole story. The overwhelming reason was that ZIP had a major capital deficiency caused by too fast expansion and like the rest of the industry it had to reverse direction quickly when it had to promise a pathway to profit.
