Clearly if they are feeding to both downstream units to achieve 11,000tpa, they are a long way from reaching true nameplate.
Yes, nameplate is usually below maximum capacity, but for a reason. Wear and tear at maximum is much greater - nameplate is the sensible, sustainable production rate. Go to the excess for a special reason, but not for continuous operation. The usual accountants vs. engineers battle!
