i think the aim is to hide your personal mail in the junk mail (it was actually getting to that) so that you have to sort through it to find it, in the hope that an ad might catch your eye.
wouldn't surprise me if someone has thrown out personal mail that was mixed up with junk mail.
and yep, junk mail dressed up a personal mail.
