It is very common for the rulers of a people to consider themselves superior to those they rule and therefore justify a different level of rules and behaviour for themselves. There are many variants of this. Eventually it leads to revolting peasants.
Socialist rulers are just as bad, who can forget the special soviet shops for party members only. All were equal but some more equal than others.

Our own politicians are testing the patience of the people with the special laws that apply only to them. Lifetime tax free plane tickets, tax free annual family holidays to Europe, etc..

The final straw may be when they steal the super funds the peasants have saved up but leave their own generous rort in place. A $200,000, risk free, indexed, administered fund is the same as a peasant having a $4m super balance.
