It would seem the strategy is either
1) to ramp up the sp based on having lots and lots of potential, or
2) to embark on a very long slow development (because of having so many tenements requiring time and money).
Their track record empasises a focus on corporate development(option 1) over mine development(option 2).
Their statement highlights a preference for fast-track ISR-type developments, hinting at option 2, but is this just part of option 1.
Options not mutually excusive of course, and (2) can be funded by (1).
