to the best of my knowledge, the term "pleb" is a play on the word "plebiscite" (of which I always misspell).

: a vote by which the people of an entire country or district express an opinion for or against a proposal especially on a choice of government or ruler
As such, as it was a vote of the 'common' - it became the derogatory term "pleb" for common that we use today.
