Just a couple of points, Mt Weld potentially has a 40 year mine life and I don't think that includes Crown.
The Chinese will very much prioritise along the lines of CriticalREO, Nd, Eu, Dy, Tb & Y. They'll most likely sell you all the Ce & La you want, as long as you pay above their production costs.
