I don't know what 18m BCM means but no it is 18 million tonnes over 6 years. I presume that this is product Coal and given that it is an existing contract may not even rate an Ann but It is fairly common knowledge at a local level
I've noticed Leightons are pretty Lax in what they Ann both good and bad.
At any rate it is Good for MacMahons in these troubled times. It is actually the Boundry Coal between 2 big players and rather than fight over it they are getting MacMahons to mine it and they will split the profits.
