Something just clicked with me while reading the weekly ann's that hadn't before. It is basically what you said before about Fusion and Sterling and takes it a bit further.

Fusion (and therefore Sterling) has a 4.6% interest in the JV, but only in PSC-A. Now this of course doesn't include Ching, Tiof, Tevet, Merou etc. And Sterling would want into it, so how to do it? Finance the government!! Brilliant!!!! If this is what has happened then I see it as a stroke of genius on Sterling's behalf. (Someone pls correct me if I have got all this wrong)

The more I think about your conspiracy theory the more I like it. Makes things fun at the very least!!!
