Possible, but I doubt it Captain - even if they know about Oraline 8 which they may do.
I think the Nuevo Leon Government is happy with Oraline iv and they would not hold up the show for Oraline 8. But they could well upgrade to O8 when it comes out. It's advantages are obvious.
I would think the delays are due to bureacracy, bureaucracy and more bureaucracy. Just like the delays leading to the pilot program.
Import/export regulations are complex.
For example, foreign importing countries sometimes request the US government to confirm the status of exportable devices as per the following:
"Some foreign governments or purchasers may require official confirmation from the FDA that the device being exported is in fact lawfully marketed in the United States. The FDA will issue, upon request and payment of a fee, a "Certification to Foreign Government" confirming the status of the device. The Mexicans may have made this request at the last minute.
