More along the concept that possibly management could forsee the impact if above average flow results are present. So to counter act any possible take over or control by another company they have chosen another path which is to raise enough capital (deepening the pool of investers) to persue drilling on a reasonible scale to raiseing Akk value.

Therefore having double (well nearly) the current amount of shares on issue, which I would percieve protecting akk as this makes it more difficult and costly for another company to attempt a takeover.

I could be completley wrong.
