Firstly, back up the statistic you provided ......from unbiased reputable sources..............
Secondly.......after 1948 or better still after the partition was voted in by the UN........100% of Israel was under Israeli state control.....who else should have the new state territory have been under? Individuals who owned land and could prove title..........still owned the land......irrespective of religion.......however they were subject to laws....just as the land any Australian owns........Can't do whatever you want.....There are state laws, council laws etc etc.
