Leaders spoke in a tone to boost morale.

Curtin, Churchill also used similar wording to the populace.

I take it that you would class the above as being in the same league as Roosevelt.

As an aside, Roosevelt spoke in similar tones during the Great Depression and achieved a recovery that other Presidents could not do.
