    95% means first ore treatment within 14 days. Have a look at the last Quarterly Activities Report - there are plenty of photos of the plant's construction and developement.

    The funding was needed to complete the treatment plant. What I am concerned is potentially they have raised more money than needed to fund drilling at Wolfram & Mt Cannindah. I would have prefered this was done via cash flow from the sale of concentrates.
