caravan parks used to house many homeless very cheaply but council regulations changed that in the hope of encouraging greater tourism.
there are plenty of spaces that could be used to build a similar set up to the caravan park style of rentals. the advent of small modular construction complete with composting toilet, solar energy and a water tank design that uses recycling filtration - all totally self contained - would be a more workable solution to the housing crisis.
if any govt wanted to do it cheaper the prison system has been constructing demountable class rooms for schools for a couple of decades. these also could be used if designed with 2 or 3 bedrooms for families.
the only real problem is that people might not want to leave such 'temporary accommodation".
