    there would also be the risk of creating a ghetto of impoverishment. this could be altered by offering inhabitants work in construction, maintenance and cleaning/beautifying the grounds. but as with the housing commission criteria, once a person obtains meaningful wage employment they should be encouraged to move out by upping the rent.

    just a thought bubble on this issue, but like you, I've been considering this sort of plan over several years.

    Finland has done this with excellent results. I don't know if other countries are doing the same but it seems feasible/doable. and it wouldn't cost anywhere near as much as the current Lab govt plan. and would be achieved much more quickly.
