I would rather see options awarded based on a TSR (Total Shareholder Return) methodology, however I also can accept that remuneration in the form of options (coupled with a low base salary) are good for junior stocks as provides greater skin in the game and alleviates cash burn.
So options based on certain performance hurdles + TSR + low base salary to preserve cash - Tick yes
free options plus high salary - Tick defintley not.
