Two options:
1. Noise cancelling headphones for the seals.
2. Find someone who is really irritating to go and sit in the office of the dept of Environment and Tourism until the permit is granted,,,er,,,maybe even someone from this thread??
the frustrating thing is that it seems so unnecessary. perhaps the DET needs a scientific study to see the effect of noise on the seals, If it reduces the birthrate then they wouldn't need to cull,
