I'm entirely uncertain what you mean here Verms.... it's the existing system that has been in practice for more than 25 years that has led to this problem..... the Voice mob say they will sort it out..... using the existing network for local and regional voices but also removing those that are being poorly managed, unproductive by empirical measures (many have been left to their own devices and don't report to anyone according to Langton).

    whats the point of writing "more legislation" if you don't know what the problems actually are, which orgs are working well and are productive and which are merely leaning on their shovels?

    politicians, if they bother to ask these orgs, will only get the answers they want to hear. whereas having people who actually want to see improvement will ask the questions that need answers and actually go and check these sites.

    as for your take on treaty..... I wonder what you've been reading.....
