I am with you in that my contacts in Kinshasa confirm green light on license. With markets as they are, copper down and LIBOR high I think it will take some time however to see a share price we were all hoping for in the short term - although you would definately expect some sort of re-rating once announcement is actually made.
Do agree though, that 12 months is a while away and once investor confidence returns things should start to move up again.
China is not going away and india will follow suit eventually.
