They were probably thinking, like the rest of us, that some of their pipeline deals would come through much sooner.
Another scenario is that the UK gov deals are turning out to be much larger than they anticipated and they really need this cash to cement the deals. Is it possible the UK gov (or, for that matter, the taiwanese and latam telcos) has some sort of "guarantee of supply" clause, i.e. a supplier must show that they have the means to actually deliver the goods and services in question? If so, the extra cash is well-justified. As for the discount...well...
