Clearly, they have contacts in China who have put in $ which is great. Why do they need to IPO? Just run it as a private business and seek capital from your UHNW contacts. If it had blockchain, AI, medical weed or any other buzzword clients this would be a 10x bagger lol! These things shouldn't be listed... The fees alone to maintain the listing wipe out most profits it might make.
