That's just incorrect - its either performing to design specification - or not. if it's not then its NOT successful -what so bloody hard to understand about that!
I believe they will need more funds and this piece of bullshit is a hard sell of a plant that doesn't work.
Oh here's the new car you ordered - but its not quite complete in that it doesn't have an engine - oh well I'm sure you don't mind paying the full price anyway!!!!
