At an educated guess (30 years in green and brownfields processing plants of similar to greater complexity).I expect given where they are up to, the construction phases of Electrical Instrumentation, loop testing, precommissioning will take at least another year. Plant commissioning 3-6 months beyond that. It is very costly to try to rush any of this, and with a new team it is best to not risk the consequences of a mishap.
It will take as long as it takes, and the company seems up to the task of managing this.
