Kalgoorlie's in an arid area with an average of 53cm rainfall a year, not much. It's water is piped in from Perth. (Half of Perth's water comes from desalinated sea water.) This part of the continent, the south west, has been in a drying trend for the past 40 years, the most severe in the country in fact. February can be one of the wettest months according to the climate chart for Kal, but it's very variable, but March, not so moist. I guess that's the issue since we need a constant supply. I have a sneaking suspicion that Amanda and her team will find a solution, especially since they have experience with this issue in Malaysia and Mnt Weld.
