I've just done a search on Katingan coal project and it is indeed in the same coal province as Adaro Energy. I recommend reading up on this company

Any independents here (and there are many) would face the same problems as independent Fe miners in the Pilbera. Adaro has a fleet of a couple of hundred "B" double trucks carrying their ore inland to a loading facility onto barges which take the coal to the southern coast where it is transferred to small ships. These do "local" deliveries in SE Asia and carry the coal to a bulk facility on the E Coast for loading on Cape class ships.

Your 5c company could not do this and will be begging BHP (75% owner of Adaro) for capacity in the existing transport system. This is not unprecedented as there are a number of juniors doing this now, I think.
