Good question. I usually post links but what I think I have done here is found a PDF that concentrates on China's approach to pollution and the reference to emission control with regard to KPO is oblique.
I recently cleaned out all the old documents on my pc, so cannot find a record. What I did was used an online service to create a word document from the original PDF so that I could copy that quote.
HOWEVER, I failed to find that original document I hope you will find that this one will suffice. There is lots of stuff about emissions but reading it makes my brain ache. So knock yourself out. It's only 17 pages.
