Kruschev had an empire which he and the stalinist bureaucracy was able to plunder. All those special shops for party members only, were able to thrive. The cpsu policy was Socialism in one country (National Socialism) and the Peaceful Road to Socialism.
Putin on the other hand runs a country (en ex empire) with a lousy GDP equal to Aus. His bureaucrats are starved of luxuries. So confident that his back is covered he attacks weaker opponents in the hope of stealing their wealth (grain+).
He has to be treated as bluffing. Does he really want to kill most of his population? Prob yes but he won't do it.
