You need to understand evidence means 'the proof'. Mueller did not charge Trump since he couldn't nor did he exonerate Trump of crimes and left it to congress for the next step. Congress was actually considering charging Trump withing the last week with obstruction of justice that Mueller found but decided not to muddy the waters and stick only with Ukraine crimes.
